Viktor Emanuel III., král italský, jmenuje rytíře Karla Mancinelli Scittiho, hraběte ze San Vito, konzulem v Port Saidu s územní pravomocí pro Suezskou šíji a egyptské pobřeží Rudého moře s právem jmenovat místokonzuly a konzulární agenty.
